Funds distribution and the execution lag

In order:

npm run migrate    # schema only, safe on a live site
npm run refresh    # ETL + load
npm run verify     # the same prerender the deploy runs

The figures are withheld rather than approximated. There is no older column to fall back to here, and an empty result would read as a Department that obligated nothing.
